Idea Generator helps Helsinkians develop their city

The Idea Generator process is part of the City of Helsinki’s Healthy Locality programme, which develops services that improve people’s well-being. “The aim is to find solutions for city development projects with the participation of the community, and to improve cooperation between administrative localities in the city,” say project managers Jouko Ranta from the Helsinki Health Centre and Minna Torppa from Forum Virium.

now exchanged in idea workshops and using the Idea Generator online service developed by Tieto.
“We want to know what locals and businesspeople in the areas think and what things they feel should be taken into account in city development. Helsinki is a big city that is full of ideas,” Jouko Ranta and Minna Torppa believe.
The Idea Generator is a way to share ideas, discuss them, assess them, and make proposals.  Community members and city experts alike participate in the discussion and filtering of ideas. Companies, organisations and societies will also get to present their own solutions to the issues raised.
 
“The Idea Generator enables people to interact, both face-to-face and online, and to support each other. It is the best way for us to make progress with our aims. The online service is not simply a new feedback or initiative system. Instead, it is about a comprehensive whole built for genuine shared development, intended to encourage community members to influence their own, everyday environment,” Torppa says.
Ever better services through brain-storming
 
“So far we have identified many areas for development and have generated proposals for solutions. One concrete idea that will be implemented is the Roihuvuori Community Centre, which the local community has committed to maintaining. The Idea Generator has proven to be a functional tool for the harvesting and cultivation of ideas. Online participation will become a permanent method of participation that we will continue to develop,” Ranta says.
 
A group of experts will assess and score the ideas shared using the online service during 2011, and the top-rated ideas will be implemented.
 
“Users of the service can vote for development ideas. Community members’ votes are taken into account when the ideas are assessed and their eligibility for further development is examined,” Torppa says.
 
The Idea Generator is about cooperation between the City of Helsinki, the members of its communities, and the private and third sectors. The online service is based on the Eureka! application developed by Tieto, which is intended for internal innovation in organisations and for involving clients in the development of services, products, and operational methods. Tieto has also been actively involved in planning content for the online service, and created its visual look.
